Passengers travelling from Belgium to Italy must:

1) fill in the EU Digital Passenger Locator Form

2) present an EU Digital Covid Certificate proving that he/she has either been vaccinated against COVID-19, has received a negative test result (maximum 48 hours prior) or has recovered from COVID-19

Passengers travelling from Italy to Belgium must:

1) fill in the Belgian Passenger Locator Form in the 48 hours before arrival in Belgium

2) present an EU Digital Covid Certificate proving that he/she has either been vaccinated against COVID-19, has received a negative test result (maximum 48 hours prior) or has recovered from COVID-19

Bus transfer from Hotel de Russie or The Code Hotel to Rome Ciampino Airport is at 7:30 sharp.

19:35 - 21:05 Governmental flight from Milan Malpensa Airport to Melsbroek Airport
Motorcade transfer from Cam Gratosoglio to Milan Malpensa Airport is at 18:35 sharp.
Light meal on board.


The passengers will receive all their boarding pass(es) and luggage tags at the check-in desk in Melsbroek Airport. Please find below the access map to Melsbroek Airport for the official and press delegation. 

Luggage allowance: maximum 1 piece of check-in luggage (max. 20 kg) and 1 piece of hand luggage (max. 7 kg).

On Friday, 3 December 2021 all the passengers flying with the governmental aircraft from Rome to Milan, have to drop off their luggage (including small suitcase) in the lobby of the Hotel de Russie between 06:00 and 07:00.

For the participants not flying with the governmental aircraft from Brussels to Rome, their boarding pass(es) for the flight Rome to Milan and the flight Milan to Brussels will be available at the secretariat of the State Visit (located in Hotel de Russie in room Le Privé on the first floor, contact person: Perrine Docquier of the Belgian Foreign Trade Agency at +32 475 85 29 62 or

Please note that wearing a FFP2 mask (preferably) or surgical mask is mandatory for all the transfers and flights of the State Visit. Some FFP2 masks will be distributed upon check-in at Melsbroek airport however, we advise you to bring your own stock of FFP2 masks.



Please check the specific instructions sent by the airline you are travelling with (check-in time, luggage allowance, required documents, COVID related measures).

In addition to EU Digital Covid Certificate and a filled in Passenger Locator Form for Italy, a proof of a negative PCR test or an antigen test (by a professional, not a self-test) is strongly recommended for all the participants of the State Visit. Fast PCR test (with results in maximum 3 hours) as well as antigen tests are available at the COVID-19 Test Center of Brussels Airport.
